Phyllis was born to the late Tice and Gracie (Hubbard) Sturgill on June 24,1957 in Hamilton, OH. She worked in transportation for New Albany Housing Company,
She is survived by her son Tim Withers of Cincinnati, Michael Strurgill, and Sean Wethers of New Albany; her siblings Larry Wayne Sturgill, Andrew Sturgill, Elmaiz Sturgill, Donnie Strugill, Mildred Brock, Hattie Taulbee, Shirly Ratliff, Janie Howard
